Hi Pauline,

I would suggest that you start by reviewing some of the books we have in the library under the subjects of "War on Terror 2001--" and "Presidents - United States - Election 2000" I'm assuming you are combining the 2000 election and the War on Terror, or rather, the fatefulness of that election on our past and current approach to global terrorism.

"Counting Votes" by Robert P. Watson on the second floor - call # JK1976 .C645 analyzes the election itself and election law if you want an in depth look at how President Bush came to power.

"Rush to Judgement" by Stephen F. Knott on the second floor call # E902 K64 analyzes the response to terrorism of the Bush Administration.

An important term for you will be the "Bush Doctrine".  There is a book entitled "In Defense of the Bush Doctrine" by Robert Kaufman Gordon, for instance, and you can find others with varied viewpoints on the subject in the same section.  Ask a librarian to direct you to these books and you will find others adjacent on the shelf that you might be interested in.  Then I would consult with a librarian to locate scholarly articles in our databases written by historians in journals on these same subjects (such as the Bush Doctrine).
